Orem Police — dispatch and incident records on the September 10, 2025 hospital lockdown: denied
What we asked for: Orem Police dispatch logs and any incident reports about the lockdown of, or police response to, Timpanogos Regional Hospital (or any other Orem-area hospital) on September 10, 2025, tied to reports of someone searching for Charlie Kirk — including why the lockdown happened, which agency asked for it, and any record identifying the person whose behavior set it off.
What we got: a denial and no records. The city's email says the Utah County Attorney's Office, as prosecutor, “has requested that these records be classified as Protected” under Utah Code § 63G-2-305(10) (records whose release could interfere with an investigation or a fair trial), and points all requests to the State Bureau of Investigation. The attached Notice of Denial form describes the record as “Dispatch, Incident Records, Hospital Lockdown” and gives three reasons: § 63G-2-305(10) (“Active Investigation”), § 63G-2-304(1) (“Controlled Record”), and § 63G-2-204 (“Lack of Requester Information (full address)”).
Appeal: the form gives 30 days to appeal to City Manager Brenn Bybee.
