City of Orem — license-plate camera (Flock) data and search logs for September 10, 2025: denied

What we asked for: (1) the license-plate camera reads (time, camera, plate, and vehicle photo) taken on September 10, 2025 between 11:00 a.m. and 3:00 p.m. by Flock or similar cameras used by Orem Police along the roads between the UVU campus and Timpanogos Regional Hospital; (2) any alerts those reads set off; (3) the system's search log from September 10, 2025 onward, showing every search run against that day's data — who searched, for which agency (including any federal agency), when, and why; and (4) Orem's rule for how long this data is kept, and any order to preserve the September 10, 2025 data.

What we got: a denial of items 1–3 and a web link for item 4. City Recorder Teresa McKitrick wrote that "captured plate data is a protected record" under Utah Code § 41-6a-2004(1)(d)(i) (the state law limiting release of license-plate reader data) and § 63G-2-202. The attached denial form describes the withheld record as “Flock Camera for September 10, 2025 between 9 and 1 PM” and labels it “Captured Plate Data.” For item 4, the city said it follows the State retention schedule and sent a link to it. The reply does not say whether any preservation order was placed on the September 10 data.

Appeal: the form gives 30 days to appeal to City Manager Brenn Bybee.
